The National Energy and Utilities Regulatory Commission of Ukraine has adopted a decision that creates the necessary regulatory conditions for NPC Ukrenergo to attract €90 million in financing from the European Bank for Reconstruction and Development.
The funding is expected to be provided under state guarantees within the framework of the project “Support for Ukrenergo Resilience — Northern Region Extension”. The funds will be directed toward measures aimed at strengthening the reliability and resilience of Ukraine’s electricity transmission system.
The decision was adopted by NKREKP following an appeal from NPC Ukrenergo. The Regulator approved an agreement on the repayment of debt to the state arising from the fulfilment of guarantee obligations under the guarantee agreement. NKREKP also authorized its Chairman to sign the agreement on behalf of the Commission.
The conclusion of this agreement is one of the necessary steps for the further signing of the loan agreement between NPC Ukrenergo and the EBRD.
The attracted financing is expected to support the reconstruction and construction of electricity transmission facilities, including 330 kV substations. These measures are particularly important for maintaining the stable operation of Ukraine’s power system amid ongoing risks to critical energy infrastructure.
The implementation of the project is expected to contribute to strengthening Ukraine’s energy security, improving the reliability of the electricity transmission system, and supporting the further integration of Ukraine’s power system into the European energy market.
