NKREKP Updates Rules for LNG Infrastructure and Energy Storage Systems

NKREKP has adopted a series of decisions aimed at updating regulation in the natural gas and electricity sectors. The changes concern the licensing of LNG facilities, as well as the simplification of conditions for the development of energy storage systems.

By Resolution No. 788 dated May 26, 2026, the Regulator approved the Licensing Conditions for conducting business activities related to the provision of LNG facility services. The document defines requirements for business entities planning to work with liquefied natural gas infrastructure, including the submission of documents, separate accounting, reporting, and ensuring non-discriminatory access to such facilities.

The introduction of separate licensing conditions for LNG infrastructure creates a clearer regulatory framework for potential investors and may contribute to the diversification of natural gas supply sources to Ukraine.

Separately, by Resolution No. 789 dated May 26, 2026, NKREKP updated its approach to the licensing of energy storage systems. One of the key changes is the increase in the threshold from which an energy storage facility requires a separate license. From now on, licensing applies to facilities with a capacity exceeding 5 MW at a single metering point.

This decision is expected to reduce the administrative burden on market participants and simplify the implementation of projects using BESS, including as part of generation facilities. This is particularly important for the development of distributed generation, flexible capacities, and energy solutions that can improve the stability of the power system.

The adopted changes are part of the further modernization of the regulatory environment and the formation of more predictable rules for energy market participants.
